Foreign hosting providers have not submitted a single application to join the Roskomnadzor register for legalization in Russia. Experts attribute this to the political situation and unwillingness to comply with the complex requirements of the new law

Foreign organizations have not submitted a single application to Roskomnadzor to register as hosting providers in a special registry, a representative of the agency told RBK. He noted that 266 providers are currently included in the registry, and 44 applications are under consideration.

Mikhail Shurygin, chairman of the ROCIT commission on cloud technologies, hosting and information security, added that all websites hosted on the servers of providers that are not included in the registry may become inaccessible to Russian users.

At the same time, Roskomnadzor considers applications for inclusion in the register within ten days, that is, even if one of the foreign providers changes its mind and decides to apply for inclusion in the register, it will not have time to go through the procedure before February 1.

Why Foreign Companies Fail to Comply
Several foreign hosting providers were present in Russia, but some of them had previously publicly announced their desire to leave the market. For example, the American hosting provider GoDaddy announced this at the end of last year. A similar statement was made by the German Hetzner. In December 2023, a representative of Roskomnadzor told RBC that the agency had drawn up 11 protocols for failure to comply with the "landing" law (which, among other things, requires the creation of a representative office in Russia or the creation of a branch) against foreign hosting providers, including GoDaddy and Hetzner, as well as the American Ionos, DigitalOcean, Amazon Web Services, Kamatera, Bluehost, Network Solutions, HostGator.com and DreamHost, as well as the Polish WPEngine. In mid-January, the courts fined foreign hosting providers a total of 367 million rubles, according to the card index of the relevant court cases. According to Russian law, at the direction of Roskomnadzor, search resources must stop providing information about foreign hostings that have not localized their business in Russia.
