When planning national projects, it is important that they are fundamentally different from state programs and encourage departments to interact, says Vladimir Klimanov, director of the regional policy center at RANEPA.

"New national projects, in particular social and technological ones, are completely in line with this logic. However, they are clearly inter-sectoral in nature and show that the efforts of different departments can be used to achieve one national goal," the expert believes.

Structurally, each national project consists of a certain number of federal projects. Target indicators have been approved for each of them. In 2023, the State Duma Committee on Budget and Taxes noted that a significant part of the KPIs for national projects were formally exceeded, but this was achieved largely by adjusting a number of planned indicators downwards.

The results of public opinion surveys showed that the national projects launched in 2019 "were, to some extent, a response to the population's nostalgia for the large-scale, ambitious plans of the authorities and aspirations for the future, which was typical of Soviet times and which Russia lacked during the crisis of the 1990s," authors from the Financial University under the Government wrote last year. However, at that time, surveys demonstrated low public awareness of the national projects, the authors state.

Even official "experts" (see above) clearly see that the Russian economy is deregulated (!), and no decrees or national projects can achieve balanced and effective long-term development with the achievement of the same long-term (5, 10, 20 years) strategic (systemic) goals. Some people really don't want to understand the realities of state planning, that is, to borrow if not the Soviet, then at least the Chinese experience, and even the experience of the DPRK and Iran (successfully solving complex problems in difficult conditions). In our country, they still hope for a supra-governmental superstructure like the pre-administration, state corporations and other quasi-managerial nonsense. There is no talk at all about federalization-regionalization principles in the economy. As the task is "set", so it is "solved" (at the level of show). How much longer will this experiment be carried out on the Russian Federation!
