Since 2023, the principle of only one person riding a scooter, if the scooter is not additionally equipped with a structure for a passenger, is enshrined in law - this is paragraph 24.8 of the Traffic Regulations for personal mobility vehicles. According to the Code of Administrative Offenses, the State Traffic Safety Inspectorate can issue a fine of 800 rubles for violating this rule.
