According to the first data from the technology, the company claims that the vast majority of Whoosh users do not practice tandem rides. However, the kicksharing service adheres to a zero-tolerance strategy for violations: riding in pairs is dangerous for electric scooter users and pedestrians.

The company collects and analyzes statistics of all scooter incidents: collisions and accidents. There are not many of them - less than 0.01% of trips, but there are trends. A significant share of falls occur when riding a scooter together, the reason users describe as "loss of control". In collisions with pedestrians, a significant share occurs when riding together. The injury to the driver and passenger or to the pedestrian is always more serious than in cases when there is only one person behind the wheel of the scooter.

Since 2023, the principle of only one person riding a scooter, if the scooter is not additionally equipped with a structure for a passenger, is enshrined in law - this is paragraph 24.8 of the Traffic Regulations for personal mobility vehicles. According to the Code of Administrative Offenses, the State Traffic Safety Inspectorate can issue a fine of 800 rubles for violating this rule. The Whoosh service also has such a fine, it is applied if there is photo or video recording of such a trip.
