According to the Center for Biometric Technologies, the Russian government makes a decision to create a regional segment when a region already has a developed infrastructure of biometric services: inclusion of regional information systems in the Unified Biometric System as its regional segment allows for budget savings and preservation of regional services already familiar to users unchanged.

Oleg Ovsyankin, a leading expert in the development of innovative solutions at STEP LOGIC, believes that the creation of a regional segment of the Unified Biometric System will allow the preservation of services that Muscovites are accustomed to during the establishment of a unified biometric identification system throughout the country.

"It is likely that this trend will later be in demand in other regions. It is reasonable not to waste resources on transmitting digital fingerprints of a resident of Samara or Novosibirsk, who wants to pay for a metro ride using biometrics, to a central operator if they can be processed much closer.
