Providing cellular communications and internet: the experience of Krasnoyarsk Krai

Post by tanjimajuha20 »

Nikolai Raspopin, Minister of Digital Development of the Krasnoyarsk Territory, and Vasily Efimov, Minister of Innovation, Digital Development and Infocommunication Technologies of the Republic of Sakha (Yakutia) spoke about this at the XIII International Forum “The Arctic: Present and Future”

Nikolay Raspopin iran whatsapp number database said that in 2023, the authorities will provide communications and high-speed Internet to 110 settlements, and by the end of 2026, communications will be available in all regions. According to the minister, communications in settlements with a population of over 500 people appeared last year.

Nikolay Raspopin said that even before the UCN 2.0 program, since 2018, the region has been implementing projects to provide settlements with communications and the Internet at the expense of the regional budget. Since 2018, the regional budget has spent about a billion rubles on this program. In 2023, 84 out of 110 settlements were provided with communications under the federal program "Elimination of Digital Inequality 2.0" (UCN 2.0), and 26 - at the expense of a regional subsidy. In 2024, the authorities plan to provide communications in 64 settlements: 43 under UCN 2.0 and 21 - at the expense of a regional subsidy.

"Somewhere we build fiber optics, but mainly we install base stations and satellite communication stations. We fully compensate operators for their CapEx investments, subsidize the cost of trunk communication channels via satellite depending on the population: 200-300 people - 10 Mbit/s, more - 15-20 Mbit/s," said Nikolai Raspopin.

In the first quarter of 2023, Rostelecom paid off its debt under the UCN 2.0 program for 2022 and installed base stations (BS) in regions where it had not had time to do so before. This year, the company must install BS in 1,800 populated areas. Market experts have suggested where the operator will obtain the required amount of infrastructure to fulfill the plan.

In settlements with a population of less than 100 people, the authorities hope to provide communications through the Skif satellite group, which is being created as part of the Sfera target program. The minister said that services should begin to be provided in 2027: "We are really looking forward to the launch of the project and hope that the Skif satellite group and the Express-RV system will provide communications to small settlements. We believe that this is a very promising opportunity to provide high-quality communications in the future."

Petr Semkin, head of the department for designing space systems and communication complexes, information relay and special purposes of JSC "Information Satellite Systems named after Academician M.F. Reshetnev", spoke about the "Skif" system. He stated that the demonstrator apparatus has been successfully operating in orbit for the second year: "A month ago we completed the flight-experimental testing program with the demonstrator and received good results - even taking into account that this is a satellite measuring 50 by 70 cm and is equipped with two horn antennas, nevertheless we received a speed of 6.5 Mbit/s and organized video conference sessions that worked quite stably in the radio visibility zone of the stations."
