On June 30, deputies Igor Antropenko, Dmitry Gusev, Stanislav Naumov, Yaroslav Nilov, and Alexander Tolmachev submitted draft federal law No. 392488-8 to the State Duma for consideration, which proposes a delay in the entry into force of certain provisions of Federal Law No. 580, which enters into force on September 1, 2023. However, the bill is included in the approximate program of the autumn session for October 2023.

The authors of the jamaica whatsapp resource bill provide the following explanation: "Federal Law No. 580 contains a number of provisions that oblige participants in legal relations to transfer information to registers, and taxi ordering services to receive information from there in an automated mode using the FGIS "Taxi". Compliance with the provisions on the terms of entry into force of mandatory requirements, in accordance with current legislation, in terms of the implementation of the FGIS "Taxi" in all constituent entities of the Russian Federation, starting from the date determined by law (September 1, 2023), seems impossible. In this regard, it is proposed to postpone the date of entry into force of certain provisions of Federal Law No. 580-FZ, the implementation of which is directly related to the operation of the FGIS "Taxi".

The operator of the FGIS "Taxi" is the situational information center of the Ministry of Transport of the Russian Federation. The press service of the Ministry of Transport told a ComNews correspondent that the statement of the ANO "Digital Economy" about the unpreparedness of the FGIS for launch is not true: "On September 1, the FGIS "Taxi" will begin to function in the normal mode. 79 subjects of the Russian Federation plan to maintain registers in the FGIS. Nine regions will continue to maintain registers with integration into the FGIS "Taxi". One region is still choosing whether to work in the FGIS or in its own register."

when Federal Law No. 580-FZ was being coordinated and approved, the need to create the FGIS "Taxi" was already clear, and at that time the Ministry of Transport of Russia provided funding for its creation. According to a representative of the press service, the work began at the end of 2022: the department prepared a concept for the creation and development of the system, technical specifications and other necessary documentation.

In total, the Ministry of Transport allocated 120 million rubles until the end of 2023 for the creation of the system. The time of direct development was about 10 months.

"The Russian Ministry of Transport is fulfilling all the requirements of the federal law regarding the creation of the FGIS. We have organized work on our own initiative with authorized bodies of the subjects, and with taxi ordering services, and with market participants, and with other federal executive bodies. Of course, a great deal of responsibility lies with regional authorities, but the Ministry of Transport provides full support on all issues. Together with the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, we are working to adapt public services so that obtaining permits for taxi activities is convenient for both applicants and authorized bodies. The Russian Ministry of Transport will fully ensure the operation of the system from September 1 of this year," the press service of the Ministry of Transport reported.

The response from the press service of the department indicates that pilot testing, including integration with regional registries, is already underway and there is no need for a separate period for the pilot. "Loading a regional registry containing several thousand records into the FGIS "Taxi" technically takes from 30 to 60 minutes. Piloting with subjects has been carried out by the Ministry of Transport of Russia since the spring of 2023, we keep you informed about the progress of work on creation, familiarize you with the functionality of the system. All the necessary details are being worked out, and we will continue to work on them after the launch of the system: legislation, external conditions are not static. We will continue to adapt and develop the system," the press service of the Ministry of Transport added.
