Step one: determine the desired level
Before you start learning English, it is important to define your own goal. Based on it, you will be able to choose the level of English you need to achieve. According to the international CEFR level system, there are seven levels in English, from beginner to native speaker.
Going through all seven stages is time-consuming and labor-intensive. At the same time, the skill of understanding speech by ear is already attributed to the third level. Therefore, I recommend studying the brief description and choosing which stage will be sufficient for your tasks.
For example, my student studied English from scratch to go on a honeymoon, and basic vocabulary and grammar were enough for her to check into a hotel or order croissants in a coffee shop. Another student studied English to get a job in a foreign company, and for this purpose he needed to reach an advanced level and above.

Step two: determine the amount of free time
Once you have set your goal and determined the level you are aiming for, calculate how many hours a week you can devote to English. An honest assessment is important to create a study plan.
I recommend my students to study for a short time, but regularly. This format helps to avoid burnout and at the same time develops discipline.
At first, fifteen minutes a day will be enough to repeat the words or listen to a podcast. Gradually increase the duration of your studies. Don’t forget to take breaks so that your brain can rest and absorb information better.
