On November 25, the Khamovnichesky District Court of Moscow continued to consider the case materials on the fact of receiving a bribe (by an official in an especially large amount - Part 6 of Article 290 of the Criminal Code of the Russian Federation, up to 15 years in prison) by former Deputy Head of the Ministry of Digital Development, Maxim Parshin from the former head of Budget and Financial Technologies (BFT) LLC, Alexander Monosov (Part 5 of Article 291 of the Criminal Code - giving a bribe, up to 15 years in prison).

On July 12, 2023, the senior investigator wrote a report to the head of the Main Military Investigative Department of the Investigative Committee of the Russian Federation, Denis Kolesnikov. In accordance with this official message, he found in the actions of Maxim Parshin signs of a crime under Part 6 of Article 290 of the Criminal Code of the Russian Federation, and in the actions of Alexander Monosov - Part 5 of Article 291 of the Criminal Code of the Russian Federation.

The senior detective of the third group of the first department of the Federal State Budgetary Institution "Central Border Archive of the Federal Security Service of the Russian Federation" wrote a report on the discovery of signs of a crime, addressed to the head of the first service - the head of the FSB information security center, Lieutenant General Sergei Skorokhodov. In this report, he described the circumstances of the meeting between Maxim Parshin, who was the chairman of the supervisory board of the RFRIT, and Alexander Monosov, as well as the sending by the second accused of messages via Telegram of a list of 14 applications in order of priority, which need assistance in obtaining grants from the competitive selection of the Russian Foundation for the Development of Information Technologies (RFRIT).

The court documented this fact by questioning the CEO of RFRIT, Alexander Pavlov: "To implement the criminal intent, Maksim Parshin gave the corresponding instructions to his subordinate, the deputy director of the department for the development of the information technology sector of the Ministry of Digital Development, Alexey Popov, who, in accordance with the job description, supervised the activities of RFRIT, and also represented the Ministry of Digital Development of Russia in the grant committee of RFRIT."

On November 22, 2022, Maxim Parshin and Alexey Popov had a conversation, during which the latter expressed concern about the need to announce support for additional projects from the Ministry of Digital Development at the upcoming meeting of the RFRIT grant committee.

Alexey Popov explained to Maxim Parshin that, according to the terms of the RFRIT competition, experts and thematic commissions have already selected 34 active projects that are worth supporting.
