Russian President Vladimir Putin signed a law that requires developers of artificial intelligence (AI) technologies working in the experimental legal regime (ELR) to insure liability for possible harm from the use of the technology.

Previously, risk insurance in such a legal regime was voluntary. Now, the EPR program will include provisions on participants insuring their civil liability for causing harm to life, health or property. This obligation also applies to solutions developed using AI.

The law simplifies the procedure for establishing an EPR, removes unnecessary requirements, and establishes the responsibility of developers. In agreement with the Bank of Russia, the Cabinet of Ministers will establish the procedure for preparing, distributing and publishing the report.

Earlier, Putin instructed the government to simplify access to participation in the experimental legal regime and unify insurance mechanisms for damage caused by the use of AI.

The document will come into force 180 days after the date of its official publication.
