This bill will soon be four years old, it has constantly drawn criticism from the industry community, at the moment, conflicts continue to remain, in addition, due to its long history, it no longer corresponds to the current situation, needs revision, a new legal and anti-corruption examination. Thus, the industry has risks that amendments to the federal law may be adopted for several more years, and data centers will be without OKVED and benefits," said Igor Dorofeev.

The companies involved in the construction of data centers in Moscow, namely, OOO DC 3Data, OOO Svyaz VSD (Linxdatacenter), OOO Datapro (DataPro), OOO TrustInfo, PAO Sibur Holding, and the Rostec State Corporation, did not respond to questions from a ComNews correspondent.

Along with private companies, two state corporations operate in the Russian data center market: PJSC Rostelecom (represented by RTK-TsOD) and GC Rosatom (represented by JSC Atomdata). Their revenue and profits allow them to finance the construction (and purchase) of data centers without borrowing, so the refinancing rate is not a barrier for these state holdings to continue building data centers or expanding existing data centers.
