Given the difficulty of developing campaigns with limited resources, in 2017, Congress approved Law 13,487, which created the Special Campaign Financing Fund. Since then, campaigns have been financed mainly with public resources, in addition to possible contributions from individuals. However, according to electoral rules , these contributions must not exceed 10% of the annual gross income declared by the individual to the IRS in the year prior to the elections.
In 2020, the electoral fund was worth R$2.034 billion, allocated to the campaigns of candidates for mayor, deputy mayor and city councilors throughout the country. The distribution of resources followed kenya mobile database specific criteria, as follows:

35% among parties that have at least one representative in the Chamber of Deputies.
48% in the proportion of benches in the Chamber of Deputies.

The parties with the largest funds were PT, PSL, MDB, PSD, PP and PSDB, while the smaller parties, such as PMB, PCB, PSTU, PCO and UP, received fewer resources. There was an attempt to increase the fund to R$3.8 billion, but the proposal was adjusted to R$2.034 billion due to debates in Congress and the possibility of a presidential veto.

How will the 2024 electoral fund work?
For the 2024 municipal elections, the FEFC will have a budget of R$4.9 billion, the largest amount ever allocated to the fund in the history of municipal elections. The amount was approved by Congress at the end of 2023 and is the same amount allocated to the 2022 elections.
How is money distributed between parties?
The distribution of electoral fund resources is made proportionally to the number of seats a given party has in Congress, following the rules established by the TSE. The division among candidates within the parties is made internally, with the requirement that 30% of the resources be allocated to female candidates.
