Verification: When you sign up or log in from a new device, Telegram sends a verification code (via SMS or call) to the registered phone number. This verifies your ownership of the number and thus, your account.
Spam and Bot Prevention: Requiring a unique, verifiable phone number raises the barrier for spammers and malicious actors, making it more difficult and costly to create and operate large numbers of fake accounts.
Account Recovery: In cases of lost access, the phone number is a key component of the account recovery process, especially when combined with Two-Step Verification (2FA).
Contact Discovery and Connection:

"Find Your Friends": If you opt to "Sync Contacts," Telegram uses the phone numbers from your device's address book to intelligently identify which of your real-world contacts are already Telegram users. This allows for automatic population of your in-app contact list, making it easy to connect with existing friends.
Notifications: It enables Telegram to notify you telegram number database when a contact from your phone's address book newly joins the platform.
Direct Contact: It allows users who have your number (and whose privacy settings permit it) to find and initiate conversations with you directly.
Privacy Enforcement (Backend Logic):

The phone number database is integral to enforcing user-defined privacy settings. When a user queries another user's profile or tries to find them by number, Telegram's backend checks the target user's "Who can see my phone number?" and "Who can find me by my number?" settings.
The database provides the necessary information for the server-side logic to determine whether to display the phone number, allow a search to succeed, or obscure the information, all in real-time according to user preferences.
