Citizens of Belarus are prohibited from importing, storing, handling, operating and manufacturing civilian drones. An exception is made only for organizations and individual entrepreneurs who do this for business and production purposes.

Organizations and individual entrepreneurs will be able to import drones to Belarus after receiving permission from the Aviation Department of the Ministry of Transport and Communications. The regulator will keep records of drones at the disposal of legal entities and individual entrepreneurs.

Individuals are prohibited from importing, using, and manufacturing drones in principle. The ban on manufacturing and operating UAVs comes into force on the day the decree is published, and on storage and circulation - six months later.

Within six months from the date of the official publication of the Decree, individuals may sell their UAVs to organizations or individual entrepreneurs or transfer them for storage to an authorized organization designated by the government.
