This is the largest group that can serve as the basis for remarketing. All of these users were interested in your ad in some way. It is worth arousing this interest so that it results in conversion.

Treat these users similarly to those who abandoned their shopping cart in an online store. Why didn't they submit the form? Maybe they forgot about it? Or maybe they need an extra incentive to submit it?

These are users who have converted. You certainly have other plans for them, but you can also use cross-selling and offer them additional products or services. Or start showing them materials based on social proof .
