the need to support, develop and regulate franchising in Kazakhstan was the “State Program for the Development and Support of Small Entrepreneurship in the Republic of Kazakhstan for 1999-2000”, which provided for the following: “…support for small businesses in the form of franchising development is playing an important role. It is necessary to introduce franchising as a mixed form of small and large business…”

At present, relations in the field of franchising are regulated by the Law of the Republic of Kazakhstan “On a comprehensive entrepreneurial license (franchising)” dated June 24, 2002 N 330 .

This Law regulates relations related to the implementation of a comprehensive business license (franchising), defines the content of a comprehensive business license agreement and is aimed at the development and state support of franchising activities in the Republic of Kazakhstan.

At present, the development of franchising in Kazakhstan is facilitated by several specialized and non-specialized institutions:

National Institute of Intellectual Property (Kazpatent). The main mission is to regulate the sector of trademark turnover and register franchise agreements.
